THE GREEN HEALTH COVENANT Covenant of the Filipino people for a healthy environment We, concerned citizens of the Republic of the Philippines, acknowledging the importance of a healthy environment, do hereby pledge to encourage candidates to work for the attainment of a green Philippine health care. We pledge to enjoin candidates to work for a Mercury-Free Philippine health care system in line with the Department of Health’s Administrative Order (AO) 21 mandating the gradual phase-out of mercury in all Philippine health care facilities and institutions. (1) Such a candidate will acknowledge the dangers of mercury to the people, the health workers and the environment in general. (2) The candidate shall advocate the use of alternatives to mercury devices in the health setting, recognizing its availability, accuracy and affordability. (3) The candidate shall likewise push for budget allocations to replace mercury devices in health care. (4) Considering the disposal issue surrounding phased-out mercury devices in the health setting and the lack of identified means of permanently disposing mercury wastes, this candidate will work together with concerned government agencies for the setting-up of an intermediate temporary storage facility. We further pledge to encourage candidates to attend to the many facets of a green health care in the country. (1) This candidate shall work for proper health care waste management acknowledging its importance as part and parcel of general waste management leading to a zero waste Philippines. (2) Recognizing the dangerous chemicals used in health care, the candidate shall work towards regulating chemical use and disposal in the health care setting. (3) Understanding health care’s contribution to green house gas emission and climate change, the candidate will work towards a health care setting that is responsive to climate change.
